THE RISK QUESTION FIRST

For the office responsible for records and compliance, any new platform is first a question of risk: does this create obligations, or help meet them?

Every query, output and approval across the platform is logged and exportable. If the platform becomes the subject of a records request, the response is an export of a record that is complete by design.

Nothing releases, files or publishes by its own action. Outputs are prepared for a named person, and that person's approval is what makes them real. Agency data is not used to train models, and access control is scoped to agency, team and person.

BUILT FOR THE OBLIGATION

Govflo is the product built for records work. Records law exists at every level of government: federal FOIA with its own rules and deadlines, each state's public records law, and local ordinances beneath both. Govflo tracks each jurisdiction separately, so the rules that govern a request are the rules applied to it.

It triages requests on arrival with statutory deadlines visible from day one, and proposes redactions that cite the specific exemption claimed, so the custodian reviews a justified proposal rather than a bare marking. The custodian signs every release.

The design starts from the real risk in records work: missing a responsive record and learning about it later, in litigation. Completeness is verifiable rather than hoped for. New Mexico's IPRA and Open Meeting Act are the first statutory implementation.
